We have learned from our students using Windows 8/8.1 that the "panel/metro" version of Internet Explorer restricts viewing PDFs within the browser. This means PDFs of journal articles and eBooks are not viewable within the browser.
One solution that has been effective is to use the desktop version of Internet Explorer on your Windows 8/8.1 machine. If the desktop version isn't opening the PDF within your browser, make sure Enhanced Protection Mode is off (here's how).
